Yes, I do mean it. It's super easy to create your own matte top coat at home. This is a super easy trick! All you need is your clear top coat and some corn starch. 

Add a few drops of your clear nail polish on a piece of baking paper and add corn starch. You need to work fast as corn starch will make your clear coat dry even faster.
